It's August and you're ordering stock for the fourth quarter: Christmas lights, decorations, toys for gifts, advent calendar fillers. The container arrives in September or October, and sales take off in November. This is exactly the moment when most sellers think about pricing and logistics, and almost nobody thinks about documentation. Yet Regulation (EU) 2023/988 (GPSR), applicable since 13 December 2024, has no concept of a "holiday season". Why Q4 is the worst moment for GPSR gaps

The fourth quarter combines three things that are harmless separately but dangerous together:

  • Peak sales - November and December can mean half of a seller's annual turnover. Every day with a hidden listing costs real money.
  • Peak inspections - market surveillance authorities traditionally focus on toys, Christmas lights and decorations before the holidays. These categories appear in the EU Safety Gate system every year.
  • No time to react - if the platform hides your listing on 5 December and only then do you start collecting manufacturer and responsible person data, the stock stays in the warehouse until January.

Seasonal stock is a pile-up of risky categories

Look at a typical gift basket: toys, electronics, LED decorations, candles, textiles. Almost every category has its traps:

  • Christmas lights and LED decorations - this is electronics, so CE-marked legislation applies on top of GPSR. More in GPSR for Electronics: CE, RoHS and GPSR.
  • Toys for gifts - the most inspected category in Q4, with the Toy Safety Directive, CE marking and age warnings.
  • Tree ornaments - small parts in a house full of children are a classic choking hazard, and flammable materials near lights are a fire risk.
  • Advent calendars with trinkets - 24 small products in one package, each of which must be safe.
  • Candles and wax burners - open flame, fragrances, warning label requirements.

Step 1: collect documents before you pay the supplier

Your negotiating position with a Chinese factory is strongest before you pay the balance. That's when you ask for full manufacturer details, test reports from an accredited laboratory, an EU declaration of conformity where CE rules apply, and photos of the label and packaging. Step 2: technical documentation and risk assessment per model

GPSR requires technical documentation based on a risk analysis. With seasonal stock, work in batches: lights separately, ornaments separately, toys separately. Seasonality changes nothing - you keep the documentation for 10 years, even if the sales window lasted six weeks.

Regulation (EU) 2023/988 requires that only safe products reach the market and that economic operators can demonstrate compliance with technical documentation based on an internal risk analysis. This applies equally to year-round products and seasonal stock.

Step 3: responsible person and labelling

A product from outside the EU needs a Responsible Person established in the Union - when importing from China, that's usually you as the importer. Your details (or the appointed RP's) must appear on the product or packaging and in the online listing, next to the manufacturer's details. For hundreds of ornaments, a sticker on the unit packaging is the simplest fix - prepare it in October when the goods arrive. Remember traceability too: a batch or model number lets you withdraw one delivery instead of the whole assortment.

Step 4: GPSR fields in listings before publication

Before listing seasonal offers, fill in the manufacturer, responsible person, warnings and safety information fields. Do it at listing creation, not "after the holidays" - missing data is the most common reason listings get hidden from search results.

Common seasonal-stock mistakes

  • ordering goods with no documents because "they're just decorations",
  • postponing documentation to November, when the supplier has no time to react,
  • copying safety data from competitors' listings instead of your own documents,
  • no age warnings on products that look like toys,
  • deleting documentation after the season despite the 10-year retention duty.

Frequently asked questions

Do Christmas decorations really fall under GPSR?

Yes. GPSR covers all consumer products, including ornaments, lights and decorations. If a product can end up in a child's hands or hangs next to a heat source, the risk assessment must reflect that.

When is the latest to start preparing for Q4?

Ideally when placing the order with your supplier, usually August or September. That's when it's easiest to obtain documents from the manufacturer and get labels ready before listings go live.

Do Christmas lights need more than GPSR?

Yes. Lights are electronics, so CE-marked legislation applies alongside GPSR, including electrical safety and RoHS. GPSR adds responsible person details and online sales obligations on top.

What if the platform hides my listings in December?

Fill in the missing data and request re-verification. The problem is that every day of downtime in peak season is lost sales, so it's better to have complete data before November.

Can I delete the documentation after the season?

No. You keep technical documentation for 10 years from placing the product on the market, regardless of how short the sales window was.
